The Bush Administration has consistently signaled for three and a half years that international law does not matter. The American military and civilian personnel at Abu Ghraib prison in Baghdad apparently received that signal loud and clear. Not only did they fail to follow the requirements of the Geneva Convention on Treatment of POW’s, according to the Red Cross, no copies of the treaty were to be found on-site.
