Abstract
Before 1948 the Iowa county school system was controlled by a County Board of Education consisting of six members and the county superintendent ex officio. This County Board of Education was elected by a convention, consisting of representatives as follows: | "One for each school township, one for all rural independent districts in each township, one for each city, town, or village independent,districts, and one for each consolidated district." | Each board member was elected for a term of six years, or if appointed, to complete a term until their successors were elected and qualified. The convention also elected the county superintendent of schools.
