Two major concerns about campaign expenditures have been articulated. One is a "deep-seated conviction that the raising of large sums of money is evidence of corruption through the favoritism granted by government officials to those who are wealthy enough to contribute" and the other is the "fear that poor candidates are excluded from office, or an extension of the first fear, that most candidates must make improper commitments in order to raise the money they need."
