Abstract
Schemes for federal payments to local governments in lieu of taxes to provide high-level nuclear waste facility siting incentives are examined. Evaluation criteria are revenue productivity, vertical and horizontal equity, ease of administration, and behavior-modification of affected communities. A hypothetical property tax equivalency payment schedule indicated an 8-11% increase in user fees from an incentive program and a significant increase in local revenues.
